Canada Launches Greener Homes Affordability Program

The Government of Canada has relaunched its home retrofit initiative with a new focus on affordability and access. The Canada Greener Homes Affordability Program (CGHAP) is designed to help low- and middle-income households lower their energy bills and emissions through no-cost home retrofits.

Unlike the previous program, CGHAP removes upfront costs by using a direct-install model where program partners manage logistics and cover expenses. For the first time, tenants as well as homeowners who pay their energy bills are eligible to participate. The program will be delivered by provinces and territories to reflect local needs, with retrofit measures that may include insulation, air sealing, heat pumps, windows, and doors, depending on what is offered in each jurisdiction.

The first agreement has been reached with Manitoba, where the program will be delivered by Efficiency Manitoba with nearly $30 million in federal funding matched by the province. The initial rollout in Manitoba includes insulation, air sealing, and heat pumps, providing meaningful benefits for low- to median-income households. By removing financial barriers and simplifying access, CGHAP has the potential to increase adoption of insulation and other building-envelope improvements, which remain among the most cost-effective ways to improve comfort, resilience, and reduce emissions.
