High-Rise Retrofit Improvement Support Program (Hi-RIS)

The City of Toronto offers on-bill financing for energy and water improvements to high-rise buildings with 5 or more floors.  The loan is calculated as the sum of 3 parts:

  • Funding amount: final project costs for improvements

    • 5-year amortization at 2.5%
    • 10-year amortization at 3.75%
    • 15-year amortization at 4.25%
    • 20-year amortization at 4.5%
  • Administrative charge: a charge that reflects the City’s cost of administering the program

The loan will be attached to the property, not the owner, for an agreed term.  The maximum funding amount can not exceed 5% of the property’s current value assessment (CVA).
