Quebec Institutional Financial Incentives for Insulation

PROVINCIAL PROGRAMS

Écoperformance

Énergie et ressources naturelles are offering the following incentives to help building owners and managers implement energy efficient projects.

  • 50% of the cost of a comprehensive analysis and other specific analyses of a building’s energy efficiency, up to $100,000/site for small and medium consumers, or $300,000/site for large customers
  • Implementation:
    • for large customers: 75% of the cost of implementation or $50/t for 3 years
    • for small customers: 75% of the cost of implementation or $125/t for 3 years

Insulation measures only qualify if the R-value exceeds what is required by Code.

Gaz Métro
Energy Efficiency: Feasibility Studies and Implementation Incentives Programs

Gaz Métro is offering the following incentive with three components:

  • Feasibility Studies: to help defray part of the cost of a feasibility study covering energy efficiency measures.
    • Incentive provided is the lesser of:
      • 50% of the cost of the study before taxes
      • the maximum financial assistance provided to buildings within specified energy consumption brackets (e.g., a maximum of $5,000 is paid out to buildings that consume over 425,000 cubic metres per year)
  • Implementation Incentives Program: aimed at rationalising the consumption of natural gas through measures not eligible for one of Gaz Métro’s high-efficiency equipment programs.
    • $0.25 per cubic metre of natural gas saved in first year following the implementation of the energy efficiency measure, up to $25,000 and not exceeding 50% of the cost of investment (including the costs of the equipment and installation)
  • Measurement Project (Pilot): designed to take measurements before and after the implementation of specific energy savings measures.
    • Gaz Métro is proposing to offer financial assistance in exchange for determining the eligible energy savings measures, the measurement method, and the contents of the measurement report.
    • Will cover the professional fees and cost of the measurement equipment needed to carry out the project, up to a maximum of $17,395.

The program is ongoing, but the fiscal year ends on September 30. Applications received after September 15 will be considered for the following fiscal year.

Energy Efficiency Measures Grant

Gaz Métro is offering an incentive to reduce the energy consumption of buildings.

  • 50% of the cost of a feasibility study of your new building, to a maximum of $5,000 (based on your building’s consumption)
  • $0.25/m3 of natural gas saved for the first year following the implementation of an energy efficiency measure, to a maximum of $25,000

The program is for buildings that consume at least 75,000 m3/year or who are part of a group.  Applications should be submitted by September 15 or will be carried over to the following fiscal year.

Energy Efficient Renovations

Gaz Métro are offering an incentive for energy efficiency projects on building envelopes.

  • $0.50/m3 cash back for saving less than 5% of natural gas
  • $0.60/m3 cash back for saving 5.1-7.5% of natural gas
  • $0.70/m3 cash back for saving 7.6-10% of natural gas
  • $0.80/m3 cash back for saving 10.1-15% of natural gas
  • $0.90/m3 cash back for saving at least 15.1% of natural gas

Buildings that consume less than 150,000 m3/year will be entitled to a maximum cash back of $40,000.  Buildings that consume more than 150,000 m3/year will be entitled to a maximum cash back of $100,000. Amount of assistance rewarded will not exceed 50% of the investment costs.

The assistance is for customers who exceed the requirements of the Model National Energy Code for Buildings (1997).

Hydro Quebec
Buildings Program

Hydro Québec is offering financial assistance based on the rise or fall of electricity consumption due to the energy efficiency measures taken.  It is offered in two tiers:

  • Prescriptive component: for buildings that are smaller than 10,000 m2 and for new buildings that are at least 2,000 m2.  The energy efficiency measures are predefined and must save at least $2,500.
  • Catered component: for buildings that are at least 10,000 m2.  The measures that are implemented must result in a savings of at least 50,000 kWh/year.

The program is for existing and new commercial and institutional buildings, including multiple-unit residential buildings that are at least 4 floors.
